Manufactured or mobile homes

Manufactured homes include modular and mobile homes. They are typically built in a factory off-site and then delivered and assembled on-site. The Canadian Standards Association (CSA) label provides the specifications the home is built to:

  • Modular homes are built under the A-277 standards
  • Mobile homes are built under the Z-240 standards

In B.C., the sale, transfer or purchase of a manufactured home is only effective if the transaction is registered. This protects a person's investment in a manufactured home.

  • Controls the movement of manufactured homes in B.C.
  • Improves the security of lenders in financing purchases of manufactured homes
 

Register a manufactured home

Register a new manufactured home, an existing manufactured home that's never been registered before, or re-register a residentially exempted home.

Step 1: Before you register, make sure the manufactured home meets the requirements of the Manufactured Home Act. If you're not sure if your home meets the requirements or you don’t have the minimum supporting documents listed below, contact the Manufactured Home Registry at 1-877-526-1526.

Step 2: Complete an application for Initial Registration of a Manufactured Home.

Please include supporting documentation with your application:

  • For new and used homes:
    • Photos of the CSA decal and the CSA Specification Nameplate label affixed to the home by the Manufacturer
  • For new homes:
    • Copies of the blueprint floor layout and exterior finished view with elevations
  • For older homes:

Step 3: Submit the form  and supporting documentations ($50 fee):

Buy, sell or move a manufactured home

Update registered information when you buy, sell or move a manufactured home.


Buying and selling

Make sure the CSA certification label is attached to the manufactured home at the point of sale.

File the original signed and witnessed copies of the following forms:

Submit the documents, plus applicable fees, through a qualified supplier.


Moving

You must have a permit to move a manufactured home, issued by the Manufactured Home Registry. This ensures the location of your manufactured home is registered accordingly.

You will need original signed copies of the following:

Exceptions to obtaining a tax certificate include:

  • Moving the manufactured home to a different pad within the same park, or
  • Moving the manufactured home from locations on a manufacturer or dealer’s lot

You will receive a transport permit that expires 30 days after the date of issue. The move of the manufactured home must take place at sometime within 30 days of the permit being issued.

NOTES:

Upon leaving B.C., the manufactured home becomes exempt from the Manufactured Home Act.  If the home re-enters B.C., the home must be re-registered under the same Manufactured Home Registration number. See Re-register a manufactured home

A report must be submitted to the Registrar within 3 days if either of the following apply:

(a) The manufactured home is not moved before the transport permit expires, or

(b) The home is permanently moved to a different location than what is specified on the transport permit.

Please register these changes by completing the Register correction form and submitting it to the service provider that issued the transport permit for you or to the Manufactured Home Registry.

If you moved your manufactured home without a permit, complete the Change in Registered Location of a Manufactured Home. Include supporting documents to show that all taxes due at the current registered location have been paid. This may include a letter from the Taxation Authority (Municipality office or Regional District) or a Tax Certificate from Rural Property Tax.  The fee of $25.00 is required.

A manufactured home may be subject to restrictions in accordance with the requirements of the Ministry of Transportation and Infrastructure. You are responsible for confirming any such restrictions and you may visit onRouteBC - Home (gov.bc.ca) or contact the Provincial Permit Centre for details.

Submit documents, plus applicable fee:

Correct registered information

Corrections may be made for:

  • Updates to reflect correction location for civic and legal land description changes or moves within a Manufactured Home Park (no fee required)
  • Manufacturer ($15 fee)
  • Make/model ($15 fee)
  • Serial number ($15 fee)
  • Year manufactured ($15 fee)
  • CSA number ($15 fee)

If manufactured home information has been registered incorrectly, complete the Application to Correct the Manufactured Home Registry. Submit the completed application (plus applicable fee):

Requirements of the Canadian Standards Association (CSA) label

The manufacturer attaches a CSA label to each manufactured home. The CSA label is a small decal that:

  • Displays the A-277 series for modular homes or the Z-240 series for mobile homes
  • Contains a unique identifier number specific to the home
  • Can usually be found on the exterior of the home near the front door or on the electrical panel inside the home

The CSA label is different than the manufacturer’s specification nameplate label that's usually found inside a kitchen cupboard. This label provides the make, model and serial number along with other specifications for the home. CSA and manufacturer labels should never be removed or covered over.

CSA homes must be registered when the intended use is for residential purposes. The home:

  • May not be sold unless it has the original and legible CSA decal attached on the home
  • Must not be compromised from its original specifications without proper permits to do so

According to the Safety Standards Act:

If a CSA certificate label is removed or lost, the home must be re-certified. Technical Safety BC will have a licensed electrical contractor inspect the home’s wiring to make sure it meets safety standards. An electrical approval label is prepared and can be used in lieu of a CSA label to list the manufactured home for sale. Contact Technical Safety BC at 1 866 566-7233 for more information.

 

Register a residential or non-residential exemption


Non-residential exemptions

Non-residential exemptions are required when a manufactured home is destroyed (e.g. in a fire), dismantled or used for non-residential purposes (e.g. storage or office space).

The registered owner must complete a Non-residential Exemption form and submit it along with and supporting documents:

  • In person at a Service BC location
  • By mail to the Manufactured Home Registry (include a cheque or money order payable to the Minister of Finance)

A verification statement for exemption status changes will be issued upon request. No fee applies.

If the home has been sold with the land and the seller cannot be found to sign the transfer documents, or the registered owner of the home is deceased, contact BC Registries for assistance: 1-877-526-1526 or 250-387-7848.

Residential exemptions are made when a manufactured home is located on private property.  


Residential exemptions

Under section 21 of the Manufactured Home Act, the registered owner(s) may request the manufactured home is exempt from all provisions of the Manufactured Home Act except section 32. Residential exemptions may be granted when a manufactured home is located on private property and is deemed or will be permanently attached to the land. The registered homeowner must be a registered land title holder or leaseholder of the land for 3 years or more, to make this declaration. You will require a current dated land title search or proof of registered lease agreement, to accompany this application.

NOTE: You must have consent from any party that holds a security interest registered in the Personal Property Registry under teh Personal Property Security Act.

Re-register a manufactured home

If a residential exemption no longer applies to a manufactured home, the home must be re-registered.

You will need the following:

  • A Land Title Office search no older than two weeks
  • If a lien appears on the Land Title Office search, a letter of consent is required from the secured party/parties (a faxed or photocopied letter of consent is acceptable)
  • A completed Application for Initial Registration of a Manufactured Home

Submit your documents, plus applicable fee:

  • In person at a Service BC location
  • By mail to the Manufactured Home Registry (include a cheque or money order payable to the Minister of Finance)

Transfer or change ownership if a joint owner passes away

If a joint tenant passes away, the surviving joint tenant must Complete a Transfer or Change Ownership form. Submit it along with the original death certificate (or a certified true copy from Vital Statistics) and applicable fee:

Priority service (1 to 2 business days) is available for a $100 fee (plus the regular filing fee).

The new BC Registry application now provides online access to Manufactured Home Search including the combined search functionality to select a lien search on the home (pulled from the Personal Property Registry), for an additional fee. Search for manufactured home records or liens

BC Registries maintains a record of the registered owner, location and description for manufactured homes in B.C.

Search for manufactured home records or complete a combined search of a Manufactured Home and any Personal Property Registry liens or encumbrances against that manufactured home. 

Searches may be conducted online through a Premium BC Registry account, mailed to BC Registries staff, completed in person at a Service BC location, or submitted through a Qualified Supplier.

Search Online

  • Create a premium BC Registry account through the BC Registry application and choose ‘Manufactured Home Registry’ from the products and services list

  • Refer to these user guides for how to create a new account and how to complete a manufactured home search here.

  • As much information as you have about the manufactured home (e.g. registration number, owner's name, location)

  • If you want to search the Manufactured Home Registry only ($10.00) or request a combined Manufactured Home and Personal Property Registry search ($15.00)

Qualified suppliers are lawyers and notaries, home manufacturers, home dealers, and other service providers who are approved by the Manufactured Home Registry to submit forms on behalf of clients for a fee. Ask your current service provider if they are a qualified supplier.

Lawyers and notaries may apply to access the following restricted Manufactured Home transactions:

  • Transfer due to sale or gift, transfer to surviving joint tenant(s)
  • Residential exemptions
  • Transport permits

Lawyers and notaries may apply if they:

  • Have a premium BC Registry account with the Manufactured Home Registry product/service added
  • Have a practicing member in good standing of the Law Society of British Columbia, or a practicing member in good standing of the Society of Notaries Public of British Columbia
  • Are prepared to store filed documents such as the bill of sale and signed forms for 7 years and provide a copy or certified copy of these documents, at the fee levels set by the registrar, upon request within 7 days

To apply:

  • Log on to the BC Registry application, then open the Manufactured Home Registry (MHR)
  • Click on 'Request MHR Qualified Supplier Access'
  • Select Qualified Supplier - Lawyers and Notaries as the access type
  • Provide Qualified Supplier information and accept the updated Qualified Supplier agreement

Home Manufacturers

Manufacturers may apply to access the following Manufactured Home transactions:

  • Build homes that are CSA approved (Z240 or A277)
  • Carry comprehensive general liability coverage equal to or greater than $2,000,000
  • Are registered to conduct business in B.C.
  • Are prepared to store filed documents such as the bill of sale and signed forms for 7 years and provide a copy or certified copy of these documents, at the fee levels set by the registrar, upon request within 7 days

To apply:

  • Log on to the BC Registry application, then open the Manufactured Home Registry
  • Click on 'Request MHR Qualified Supplier access'
  • Select Qualified Supplier - Home Manufacturers as the access type
  • Provide Qualified Supplier information and accept the updated Qualified Supplier agreement

  • Carry comprehensive general liability coverage equal to or greater than $2,000,000
  • Are registered to conduct business in B.C.
  • Are prepared to store filed documents such as the signed forms for 7 years and provide a copy or certified copy of these documents, at the fee levels set by the registrar, upon request within 7 days

To apply:

  • Log on to the BC Registry Manufactured Home Registry
  • Click on 'Request MHR Qualified Supplier Access'
  • Select 'Qualified Supplier - Home Dealers' as the access type
  • Provide Qualified Supplier information and accept the updated Qualified Supplier agreement

Other professionals and the general service providers

Professionals with knowledge of Manufactured Homes can apply to access the following restricted Manufactured Home transactions for the purpose of providing services to a third party:

  • Transport permits
  • Transfer due to sale or gift
  • Transfer to surviving joint tenant(s)
  • Residential exemptions

Apply if you:

  • Have a premium BC Registry account
  • Have an understanding of the Manufactured Home Act, regulations, and procedures related to the filing of documents online
  • Carry comprehensive general liability coverage equal to or greater than $2,000,000
  • Are registered to conduct business in B.C.
  • Are prepared to store filed documents such as the bill of sale and signed forms for 7 years and provide a copy or certified copy of these documents, at the fee levels set by the registrar, upon request within 7 days
